HUGE request!!!

Hey everyone, I was wondering if anyone here could help me out with a PS request. I have here a picture of a guy I know and I want to make it look like he just ran down the street at lightning speed (like superman, hence the shirt). I want to keep the frame of his body now as it is, but to make it appear as if the camera shutter speed was quick enough to ctach his blur down the entire street as well as the position he is in now. Is that too complicated? I'm looking for top notch quality so please take your time with it if your going to do it. It would be very much appreciated!!! Thanks so much guys:)
