    The wings look like they have the same function as louvres on a closed wheel

    If you think that you clearly haven't the first idea about aerodynamics.

    Louvres are there because the wheelarch is an enclosed space, vents allow any air pressure build up to dissipate.

    How could an aerodynamic device in an open airstream be used for the same purpose?

    You would get the air off the tires.And I am great with aerodynamics, mostly in sportscar racing.

    Well, if you're such a whizz, you'd know that the two concepts of a louvre and a wing are entirely different.

    I swear, I've seen that design before. Maybe even in a fictional open wheel game of some sort. I've seen an ugly car version in Need For Speed: Underground 2.
