You also need a large source of water in order to fill it up again.
By comparison, a separate genset isn't so much of a problem. You could, depending on how much power it needs, even use the generator found in all vehicles; namely the engine.
The ray-gun still sounds fairly pointless though.

Are you sure about those figures, a water cannon is usually little more than a modified fire engine, and they last longer than 2 minutes.

It's an awful lot of water to be lugging around.
Fire engines last longer because:
- They don't always use the pumps at such high flow rates/ pressures
- They have hydrants. You probably won't be able to use hydrants in a riot situation.
