According to the link it was a Group 5 Montecarlo built by a private US team. Later it was converted to be road legal by its owner. And that's why it doesn't look exactly like a proper Group 5 Montecarlo.
I had the opportunity to see it in action for the 75th Anniversary of the Montujïc racetrack and I can say the ALS was functioning all the time. Nice car but not my cup of tea.

How road legal could it be? I bet it's as loud as it used to be and it hasn't even been detuned. (Hard to say though, because I couldn't translate the page.)
Isn't that when they put extra fuel in the exhaust so it blows up in there, spooling up the turbo faster?
I learned that from Initial D. Who said that drifting and anime never taught you anything?
On a side note, is this car in the Hide Out? I would like to check it out.
It was detuned, from 490bhp to 320bhp.
