It's not worth your money. For what it would cost to have it legalized you could buy a much nicer car to start with.
Short answer: probably.
BUT: All said and done, it would probably cost you 8,000? 10,000? dollars. Some huge amount that you don't want to pay. Check honda-tech.com

The purchase price and shipping may well cost $8000. The car still isn't street legal in the US.
what is a CRX SiR? how different is it from a normal CRX

Nope, I like stealth cars a lot more than stupid crap all over the car.
It'd surprise the hell out of someone when they see I have 160 hp in a CRX. :D
The basic stuff I'd do with the car is change the exhaust, cold air intake, etc.

I suggest to start with a dress up kit, so people won't think it is rice, then when you get more money, go inside and do the headwork, valves etc.
EDIT: if you want a stealth car, why spend all that money importing one?
you can get somoething like a Dodge Stealth or Eagle Talon or Plymouth Laser which are alreday sporty stock, but are goot to mod up and make fast (the stealth is the best of them, because it has 200 or so HP stock, performance simular to an 3000 GT)
Everyone knows how fast a stock sports car is, the manufacturers advertise these things.

I'd prefer an RX-7 (second or third gen, but preferably third gen) rather than a 3000GT or a Stealth.

What the hell is a dress up kit?, things you do with your barbies? Start with letting the car breath better, exhaust, intake, then onto suspension, tires/wheels, ecu programing, ignition system, then start with the real engine work, ported aluminum heads, pistons, crank, c-rods, cams, clutch, transmission, etc.
engine dress up kit, you know, new head, exhuatse head, wires intake etc...
and a RX7 2nd gen can be a real sleeper because it can go 160 stock, just imagine what you can do with lots of headwork and a turbo.
Lol, exhaust head, whats that? A valve cover would be more of a dress up item, not a head.
