Under Australian law the statue of limitations on speed camera fines is 6months. This allows you foward the fine onto another person with the response that it wasn't you behind the wheel, it must have been Mr(s) Xxxx.
Each time you doo this there is a processing lag so about 4 fowards is enough to get it past the limitation and it falls out of the system.
