wouldn't that mean the single player campaign will be one long string of defeats? except for the spartans who nEvAr lose, lol.

As Blitz said, this takes some place sometime before Halo 3.
I would say before Halo 1 as well, given the first book explains why MC is the only left.

As Blitz also said, it'll most likely be a game of either untold Victories or Defeats since the games never really tell of any battles not concerning MC.

Alot of the graphic novels (terrific reads) have some terrific stories, some of which are much superior to the plot lines dumped into any of the three Halo games. Im hoping the RTS game will incorporate some of the more memorable moments.
