Rockblocker and Lamin-X make 3M type protection film that is popular now for light 'protection' and is availible pre cut for many cars in smoke yellow and blue. You can also order sheets and cut your own.

The idea originally came from clear paint protection, and became fashionable in the streets. They are used like tape in race cars to protect the lenses during endurance races, but like anything else, got popular in the mainstream.

You can also find 'Hyper' yellow bulbs in all the sizes that can be adapted to most cars from brands like Nokya and PIAA etc.

That would make them non-road legal correct?

Yes, although 'legal' mean different things to individual lawmen lol. The protection film isn't really a problem and is 50 state legal, certain states consider colored non HID bulbs used as low and high beams illegal though, but that's obvious in most cases.
