Engine power is largely dependent on Air intake and cooling.
If this can't be done sufficient, they have to decrease the power.

Also detuning the engine makes it less mad and more smooth which is what you want in a car like this, fast but smooth.

About paying 2,000,000 i wouldn't if i had the money but their's plenty of rich people out there who would.
