For 99% of home PC owners their IP is allocated by their ISP using DHCP protocols.
SO your PC doesn't 'have' an IP until your ISP modem ( cable, ADSL, dial-up) negotiates with the DHCP server for a dynamic IP. THen you'r PC gets an IP to use for that duration ( technically it's your modem/gateway that gets the IP address
There is no way for normal users to fix the IP your are given by the DHCP server, though the allocation rules invariably mean you are given the same IP address each time you go to the server.
For a fixed IP address you need to purchase a different service from your provider.
However, to asnwer the specific question .. each ISP is allocated a range of IP addresses. So if you switch ISPs you will end up with an IP allocated by the DHCP server in the range of the new ISP. So yes, your IP would change.

Depending on your ISP and your modem ( cable, adsl, dial-up ) this will often return the IP just released. WHich was your original !!!!
