    Make picture into a sketch (playing with smart blur, gaussian blur, embossing, glowing edges, buncha layers, and some artistic filter (I know, I know, shame on me for using a filter!) for the color). Multiple masks to show what you want or not.
    Find an adequate "background" picture ... that was the tough part ... google was my friend! The element I like the most is the look of the black kid in the background ... just perfect for the quote ...
    Then copy the sketched car picture where it's gonna be, resize, rotate, skew and mask to define its location.
    Tadaaa.

    Lots of tooling around ...

    edit - I guess there's no need to explain the Sti shirt or the little text ...
