why is the sale blocked though? does that mean as in, not allowed to happen?

Basically the Chinese government are looking to curtail foreign car investment, and have focused on allowing "greener" alternatives in before Hummer.
Also, Aren't most military vehicles still hummers? why would you allow your military vehicles to be made offshore by a potential invasion point?

Hummer the group that GM is selling never made the HMMVEE used by the US military. The HMMVEE is made by AM General. The civilian H1 was made by AM General and sold by GM's Hummer brand. The other two Hummer brand vehicles were based on GM designs. Contrary to some people's beliefs they were very capable off road. However, GM somewhat screwed up by never producing a true Jeep like vehicle. Even though the Hummers had true off road capabilities, they always came across as more style than substance (something they share with the modern Toyota FJ). In the end it was a style over substance brand though it did actually have substance. I'm not quite sure what a potential buyer would want out of the brand. The up side is you get a line of premium dealers. The dealers are new and in good areas. Erase the Hummer name and replace it with a new name and most people wouldn't be the wiser. You don't get much else as GM owns the production lines, and most of what goes into the vehicles.
